It’s a standard building technique used during the war, loads if examples of this in British airfields. The bags are premixed with a mortar mix (sand and cement, light on the cement) they can be handled like sandbags without tools or special vehicles and easily placed to shape into very thick walls, the bags have enough compliance to fill the gaps and the bags are movable if mistakes are made during “construction”. As soon as erected the sand provides resistance to bullets, and the bags provide the structure required to hold it into place. The mortar mix sucks atmospheric water from the air and sets very slowly. The hessian bags rot away but the mortar is fully set by this time leaving a hard wall.
